Why counties and not towns

Because a Colorado well is not located by a town. It is located by its legal description — township, range, section, quarter — and the town field is filled on a minority of permits. A page per town would be a subset of its county page, describing the same permits twice, and built on the weakest field in the file.

Each county page carries what a town page could not: the median depth and yield measured on that county’s own permits. All of them side by side.
